To resume, therefore, Sir, the scheme that I have most respectfully to submit to you consists of punctual monthly convoys along the coast, a force of not less than 8 gun boats in Hongkong, a general disarmament after due notice, and the appointment of a subordinate Colonial officer for general supervision of the service.
The difficulties which will at once suggest themselves are the expense and the infringement on international rights. The expense will not be very great, and should success attend the experiments, the benefit which will result will far outweigh the first cost. International rights are, in reality, none to be interfered with, for they hardly exist even in name among the class of people with whom it is proposed to deal.
